2009 Kia Sedona vandalized ignition assembly shroud removal

So some jerk decided stealing a mom's van was
worth it, and royally messed the ignition lock
assembly up- cannot turn key to ACC to release
the lock cylinder. No magic pin under either even
if a screwdriver could force it to turn to ACC. I see
the shroud housing, seems riveted to column,
cannot see how to release the entire ignition
assembly for replacement- and yes the housing
needs replaced too, all bent and damaged.

Picture is before absolutely everything has been
unplugged or removed for access, except haven't
tried moving the steering column YET since I
can't see the pin to release the lock assembly.

Any guidance?
