Gas tank deflector on 2008 Saturn Aura XE?

It seems to be corroding and part of it is hanging down under the car.  It also seems to
cover something other than the gas tank.  I have been told $300-400 to replace it.  Is this
essential?  A safety thing?  Just had the car inspected and this was not mentioned so I
can't help but wonder why days later this has happened.

I'd keep it and try to repair it and or see if you can secure it without purchasing a new one.
