Just a plain old OBDii code scanner will clear the codes, but the CEL will come back on if the problem isn't addressed.

Not likely. As Tom said, use a scan tool and get the trouble codes. Once the repairs are made that's setting the trouble codes and triggering the check engine light the light will go out and stay out. HTH. -Jim
