Recalls, who is responsible?

I just found a incomplete recall from a few years ago a year before I owned the truck. Was the dealer that sold the truck to me responsible? Or, the two Dodge service centers that I've gone to since?

If you you know about a specific recall, next time you take it into the dealer, have them check. Your service advisor probably didn't bother to do it.
