I had a possible buyer come and view my car which is for sale but all he was interested in was the VIN. He didnt care if the car was dirty. Does this sound like a potential car buyer or a dealer?

Many are interested in the VIN to run a car fax or to check to see if it is stolen. It does seem odd that he wasn't interested in the condition of the vehicle.
