I think it may have something to do with the old Becker radio that I took out and replaced.

Push it and see what happens. It looks like an ejection seat. Seriously, between the heated seats it probably has something to do with maybe heated steering wheel or something like that . This one is blank. unused

and a fan? But yours does look like a radio antenna indeed

That is the city/country horn option that was standard on the 560SEL...toggle it and press your horn on the steering wheel - you'll see!
