1998 chevy silverado C1500 overheating

We have replaced the water pump and thermostat in our 1998 chevy Silverado C1500 and it is still overheating. We  even check the thermostat after all this and it is still working properly. Any recommendations? No we did not flush the radiator, could air bubbles be causing an issue?
