What should i get a Honda Civic Type R 1999 or 2002?

are you in america? if you are im pretty sure the type r is just a pipe dream. you could always go with a crx sir if you can find one.. way better, more fun... cheaper.

ok, well then do with the 1999. better looking car. less power i believe though. if you want power go with a skyline.
