steering fluxuates right then left what gives

Question type: Maintenance & Repair

driving on freeway steering wheel moves to right like running off edge of road.
then it pulls back to the left after driving a minute, replaced rack & pinion but
problem still there. any ideas?

needs aligned and also the tires are probably warn weird making it pull the direction of the road.
