Can still drive my 1999 saturn when the front end shakes

But it comes and goes so is it ok to drive it if

No!! A shaking front end could be worn steering parts, loose wheel bolts, or a faulty brake system. Have it looked at ASAP! We don't want you having an accident!! HTH. -Jim
