The part time 4wd light on the dash is on constantly when not in 4wd. Is this normal?

Bought a used 2003 sport liberty 4x4 with v6 engine. The part time 4wd light on the dash is on constantly except when 4wd is engaged. Is this normal or a problem? I noticed that the Jeep only gets 10-15 mpg where the ratings show it should be getting 15-20 could the 4wd be stuck and causing the light to stay on and gas milage to drop?
