Can quicker fuel pump make your car stop while driving

Whatsa "quicker fuel pump?" I'm unaware of any fuel pump that's working normally to make your car stop

May be he means a high flo pump,not original to the car specs,this could be causing the fuel pressure regulator to shut the fuel down.
