pontiac montana van will not start

battery is fully charged, turn the ignition key, the horn honks, but the van will not
turn over

A "full" battery can only be determined by measuring its output level (voltage). It should be a little over 14Volts. Less that that could probably be insufficient to crank the engine (but enough to honk the horn). Have your battery checked.
