IF HEADLIGHT BULBS ARE BLOWN CAN THAT STOP THEM FROM MOVING UP OR DOWN
IF the bulbs are burned out, you just need to replace the bulbs. What actually moves the headlights up and down is a seperate headlight motor. This is a known issue with these cars and instead of replacing the motors, you might want to try this fix if your handy. burned headlight bulbs have nothing to do with the light moving.
