IF the bulbs are burned out, you just need to replace the bulbs. What actually moves the headlights up and down is a seperate headlight motor. This is a known issue with these cars and instead of replacing the motors, you might want to try this fix if your handy. Not sure what year your car is, but there are fixes listed here for the 4th and 3rd generation Firebirds. http://www.bfranker.badz28.com/headlightfix/index.htm
