1996 Cutlass Cierra heater smokes around steering wheel dash when heater is turned on. It doesn't smoke when the A/C is turned on. Any help appreciated!

What does it smell like? Has this car ever been in an accident? Do you see any frayed or exposed wires under the steering column? You need to give a little more detail, but I think that somewhere deep inside the heating system there is a frayed plastic edge, and being a 96, the plastics probably doesn't exactly meet today's standard of "flame retardant". Try gutting out the dash and heating pipes. Please provide a little more information so that I can better answer your question. Good luck. :-)
