my daughter has a 1995 subaru legacy with a/t and 1.8l engine. the car wont shift out of park, solinoid seems ok. any ideas?

Is it stuck in park or nothing happens when she puts it in drive?

Stuck in park, the solenoid next to the ignition clicks when trying to put it gear but won't shift out of park.

How is the battery? By chance is it to weak to release it? Is she stepping hard on the brake peddle?

Battery is fine brake is fully depressed.

This trick is my Chicken Soup approach. Disconnect the battery for about a half hour. This allows the electronics to reset themselves. With any luck this will work.
