I have a 2002 Grand Marquis, and I experienced the same prob. I didn't check any of the things you mention. I only went to a garage in Riyadh, and the mechanic, who seemed to know his onions, only half listened to me as I related the prob. He pressed some of the cruise control buttons on the steering wheel, and said with great confidence: Change the buttons set, and things will be back to normal. I took his words with a pinch of salt, as he hadn't performed a computer scan or any other diagnostic tests. However, I eventually complied. He changed the cruise control buttons set, and it worked like a dream. The new buttons set and the mechanic's fee combined was 350 SAR.
