Speedometer showing half of actual speed

I have an occasional problem.  My speedometer will go from reading normally to reading aprox. half of my actual speed.  The problem continues at least until the car is shut off and restarted but it doesn't always go away immediately.  Im stumped don't even know where to start.

speed sensor on tranny,or the cluster is going bad.
