obd2 not talking where does the 5 voilts come from pcm at checked all fuses good nowait to start light

truck wont start cranks fine new bats fuse 30 good fuse 29 good power too cig lighter good i jumped fuel pump it pumps fuel , heater element un pluged my scanner wont talk to pcm no comunacation

all my fuses are good i have 12v on my pin number 16 on my obd2 connector and my grounds are all ok
