I have a 2013 explorer I noticed bubbles under paint on hood why is this?

Are you the original owner? So no accidents or repaint? Mileage, might be under warranty yet.

You likely have an aluminum hood and it has corrosion between the paint and the metal. Take it to a Ford dealership to have it evaluated.
