How to fix turn signal on a Crown Vic 1995?

The turn signals do not work when the ignition is turned completely on. If I turn the key to a position just before the starter kicks in then they work. Turn the engine on they don't. I replaced the fuse and all of the turn signal lamps, front and rear.
