2003 S60 2.5 AWD passenger tire scrapes when turning very sharp. What can i do to stop this? Is it normal?

When turning sharp or parking, front right tire makes scraping noise pretty bad. Local Volvo repair shop say's this is normal. Don't think so, what could it be?

My Expedition does that especially when backing up. Most likely your car is rubbing the tire on the wheel well liner. If so it won't do any damage but it is annoying.
