My lower two break lights don't come on when I press the break pedal.

The third break light does come on. Checked the fuses, The switch behind the break pedal is not the problem...I have two conquests and I swapped them. Is there a relay under the hood that is faulty? Where in the trunk is the most common place that the wires fail?

Yes there should be a relay, and the wires, you want to follow them back from the bulb sockets back to the plugin (s). Lot of time just unplugging & plugging back together is enough to clean the connection, or clean with electrical cleaner. A test light is handy in this situation.
