Did it just start doing this or is it a recently purchased. Sometimes people rewire the cooling fans to run when the key is turned on cause the cooling fan control system has malfunctioned and they didn't want to fix it right. If it just started doing this then it is likely the temp switch has went bad but the system will need to be checked out to know for sure.
