1984 starting problems

So I've been trying to get my car started and it's
been a hassle I tried spraying my carbarator and I
don't think that's the problem my biggest concern
is that my car has a manual override lever to open
the gas tank which I have pulled could that be the
reason or would it be somthing else...

It turns over and I did spray the carburetor it starts to try then bogs about after 4 sec I feel it might not be delivering gas could u give me some ideas that might be doing that
