If i buy a new stereo for my 02 tahoe
do i have to do anything like send it to
the dealer for it to work?

You need to find out if it is encoded, the seller should know that, usually brand new items are not encoded cause they don't know what it is going into, however if it is used then yes it will be encoded and they will need to supply you with the VIN of the scraped vehicle so you can have coded for your rig. However you can have a aftermarket unit installed that doesn't need anything but installation. You are very lucky to find a brand new one for an 02, but I bet it isn't cheap.
