75 Cadillac coupe DeVille how do I bypass the netral safetey switch n wats the light green wire by itself n why am I not getting power from the ignition to the starter?

Could be because of the ignition switch. You do not want to by-pass the neutral safety switch. It is either the ignition switch or the neutral safety switch, or a blown fuse.
