My fog lamp does not light when lights are on parking as well as high.

It is probably the way it is wired to work, just getting power on low-beams...

That's correct, Rowefast. The fog lights are the same way on my '00 Grand Prix GT Coupe. The reason is that in the fog you're supposed to be driving with your low beams on. Not the high beams or just parking lights. HTH. -Jim
