cant get 1 of the 3 bolts that hold the thermostat housing together bolt just keeps turning

The threads are stripped in the hole it goes into, or the bolt threads are bad, or the bolt is too short.

Bummer man, so you can try using a pry bay to slowly and carefully lift on the thermostat housing as you turn the bolt and hopefully it will start to turn itself out, if that fails, then you will have to cut off the head of the bolt to get housing off then use some vise grips and try to pull and turn at the same time to get he bolt out, then after its all cleaned up, install a helicoil in the stripped out bolt hole and replace the junked bolt, I highly recommend replacing all those bolts with stainless steel bolts. That prevents electrolysis from happening between bolt and aluminum..
