The car dealer said it will install a Transmission Oil Cooler, but the parts are
Back Order. It is a recall.

Take it to the dealer.

If it is a recall then the dealer is the only place to go. It is typical on recalls for the parts to be in short supply, so nothing new there, you just have to wait them out.
