How to replace the headlights on a 2003 chev malibu?

How to replace the headlight bulbs on a 2003 chev Mailbu?  There is a welded metal bracket at the back of the assembly, so it must be removed some other way to get access to the rear of the assembly.

There are only two bolts - which when removed still do not appear to free the assembly.

What am I missing?

if you turn the steering wheel to the right (to change the driver's side) remove the splash guard on the inner fender you can reach in and unscrew the bulb.
