2004 cavalier won't do anything we put a new starter and nothing battery is good what could it be

Car is doing nothing when we put new starter in all the dash lights was on then
we tried to jump it the lights went off except the only light that comes on says
theft won't do anythin

You'll have to be towed to your local Chevy Dealer and have the security system repaired. Don't bother with the 10 or 30 minute relearn procedure. It won't work in your situation. Those procedures are for a specific set of circumstances. HTH. -Jim
