Voltage to headlamps lo beam is hot all the time. everything except voltage is controlled on the ground circuit. In the diagram, see the top brown wire, going to dimmer switch, that is for lo beam ground. From the dimmer switch it goes to headlamp relay, the headlamp relay has to be energized before the lo beam can go to ground. W/o ground, it won't work. It might be possible to unplug headlamp relay, use jumper wire on switch of relay, right side in diagram, to see if lo beams will then work. If they work with jumper, have to check control side of relay, left side in diagram, that side needs voltage and ground. Voltage to headlamps is probably fuse protected, check the fuses. Some people enjoy testing, some people don't want any part of testing, either way is fine. I can only help with testing. good luck.

You can click on wiring diagram to enlarge. The headlamp switch just signals the bcm about what going on. Can you check voltage and grounds using the diagram? In my post, I tried to explain how that system works?
