why does my 02 cobalt rev up when I apply heavy braking?

if I app;y harder than normal braking at a stop sign, it revs up to about 3000 for
a couple seconds

Could be early warning of a brake booster failure. Try just sitting still with the car in park, engine running and start mashing down on the brake pedal and watch the engine RPM's if they start to rise then there is a leak in the booster system, could be a hose, check valve or the brake booster assembly itself.
