My daughter was driving the other night, car was running fine. She turns the car off, then returns to crank it.  There is power to everything including the lights but the car will not turn over to start.  ???????

How old is the battery? A normal car battery life-span is anywhere form 4 to 6 years, maybe a bit more. It may have enough power for lights, but cranking the engine is a completely different thing, the CCA's, Cranking amps. Or look for corrosion on cable terminals, if there is a green/blue "mold" on the cable ends they are not making a good contact to battery. (It's not mold, but looks like it)
