Splashing gas out the top of my 1963 Beetle gas tank.

On the top of my 1963 Beetle, there is a hole where the gas gauge float is
inserted.  Is it normal for gas to splash out of this opening when float is secured
and the tank is full?  I replaced the gasket after inserting the float.  I was
surprised to see just a bit of gas splashing out.

No it is not normal, something is not sealed right or the sender tower is leaking.
