1985 Dodge W100 has EGR time delay oozing black stuff. It no longer has polutio Pump or other components. Will this effect how the motor runs

The erg has oozed all the black tar out and I was wondering if this will effect
how the motor runs? Just can't figure out why it won't start. New start
run,relay, coil, voltage reg., carb. Have new distributer to put in. Not a lot left.
Most of this is original so was planning on updating while I could find the
parts.

Also removed the pollution pump and feeds from exhaust manifold.
