changed battery and car will crank but not turn over

Check for fuel pressure next.

bang on the bottom of the fuel tank with a rubber mallet to see if you can "wake up" the fuel pump. If that doesn't then the crankshaft position sensor will be faulty. It's located on the bell housing, left side.
