I have a 2003 beetle that will not crank

I bought a 2003 beetle automatic with a bad 1.8 engine , I rebuilt engine, all back in and all wires connected now engine will not crank , starter good by jumper , trans switch checked . could this be an anti-thiefed relay

if it were antitheft it would crank turn on for a second then shut back down.
starter jumped with hand held switch , engine turns with starter like normal, something is not allowing the current from ignition to starter

Try resetting the alarm by unlocking the car with the key in the passengers door or hatch-- may have issue in drivers door lock mechanism.
