if The Speedometer, The Tach, Essentially all Gauges Start Moving to the Full Position with the Horn Honking.... You are in Fail Safe Mode usually from a Low Voltage or Replaced Battery it is Based on Anti Theft. So Provide Strong Power turn Key and Hit Unlock on The Keyfob
