What makes a truck idle really rough and stall out some times untill warmed up. Then it hesitates on going when im giving it gas?

My 1990 e250 does the exact same thing I've changes all the plugs wires cap n rotor fuel pump and filter intake air cintrol valve and it still starts rough in Damp or cold conditions.....i Heard it could be a automatic speed control solenoid on the thottle body possibly idk any other answers would help.

Haha apparently the idle air control valve and auto speed conto are the same
