Power steering problem

My son's 1997 E-150 Ford Econoline van's power steering won't work unless
he presses on the gas. He could not see any leaks from the lines, and the
steering fluid was full,. Could this just be the power steering belt?

97 should be a serpentine belt and if they slip you know it from all the squealing, it is possible just from the age that the pump is getting tired or the seals on the valving in the steering box are getting hard and need more pressure to function, I would try flushing the system then adding in some powering seal conditioner, most parts stores have it, drive it for a while and see if it starts working better, if it does then you know it is the steering box if not, then it is the pump.
