headlights do not work in dim possition, bright lights work what could be the problem?

It sounds like the Low beam fuses have popped. Have you done any wiring changes to the headlights (like add a fog lamp, or LEDs) without the proper in-line fuse you can blow the fuses to your headlamps easily.
