What does failure to link mean on a digonistic test

my 97 360 wont start. I did a diagnostic test and it said failure to link. What does that me?

Means the car's computer (PCM) isn't communicating with the scan tool. Most likely a computer failure. HTH. -Jim

Could also be that the diagnostic port's fuse is blown. Many times this fuse is on the cigarette lighter circuit.
