Why does are van only have heat if your driving it .if its sitting it wont blow heat

We've changed thermostats blower moter
and heater core

It is not circulating fast enough at idle. Most causes are a partially plugged radiator or the fins inside the water pump have deteriorated and not circulating the antifreeze.
