My Trac off light wont turn off in my 1998 buick regal and it putters when going uphill.

Ilregal will be along shortly - he knows these cars inside and out. Meanwhile, get the codes read. The "Trac off" light and reduced power sounds like it's in a limp mode. That's usually associated with a check engine light.

And since the traction control works by upshifting the transmission to reduce power, the trans being stuck in limp in mode means its stuck in second gear and traction controll can't work.
