I have a 99 buick lasaber I was driving then the car just stopped battery was dead so I just bought a new one I hooked it up and as soon as I tighten the negative side the motor turns over

Pull out starter relay and see if same.

Yup, bad starter solenoid. Replace the starter assembly. On GMs the starter solenoid is mounted on the starter motor. It can be replaced by itself if you choose but I find it easier to just replace the starter assembly since it has to come out anyhow. HTH. -Jim
