I have a 2002 buick century the rear wheels are both locked I checked the parking brake cable and loosened it up the wheels still will not turn any ideas on this?

I have a 2002 buick century the rear wheels are both locked I checked the parking brake cable and loosened it up the wheels still will not turn any ideas on this?

Has the car been sitting for awhile? See if you can pull the drums off the rear axle. I suspect the shoes have rusted to the drums.
