High voltage

I've changed the alternator twice and
battery. The first alternator I changed bc
the regulator was bad. I put the new
alternator in and still have the problem of
high voltage.could it be a bad battery with
bad cells ?

battery with bad cells would be low or no voltage. Did you have the "new" alternator tested? Is new actually new or rebuilt?

I'm still going with the regulator. You could verify yourself with a digital multi-meter at the battery to see what kind of voltage is being put out by the alternator/regulator. Normal is around 14.5 DCV.
