How do I test the coil pack on my 2003 ford f150 there's voltage to the coil pack but nothing coming out?

You can test continuity as 7limmy7 suggests but oftentimes, it'll show good and still won't put out enough spark. You should have constant power to the coil pack. The PCM trips a spark by suddenly shutting off power - the collapse of the magnetic field causes the spark. You could hook up a test light and see if the power is switching as you crank the motor. Otherwise, replace with a known good component and retest.
